On July 24^th, 2007 under the framework of the cooperation agreement the scheduled working meeting between Dmitry Reihart, acting Director of Federal Fund of obligatory medical insurance and Board of Directors of Association of the international pharmaceutical manufacturers (AIPM), devoted to the issues of financing and the organization of administration of DLO program with aim to ensure access for the population to modern high-quality medical products has taken place.

Mr. Reihart informed participants of the meeting in detail on finalization of the work on formation of the budget of the program for current year and near perspective paid special attention on the realization of measures on payment of debts to manufacturers for the medical products shipped in 2006.

Head of Federal FOMS has noted, that there are now all the necessary financial resources and mechanisms for payment of debts for 2006 not later than first Quarter of next year.

During the meeting mutual interest of the parties in expansion and diversification of the cooperation with the purpose of preservation, stabilization and further development of DLO system has been stated.

Overall, according to Mr. Reihart the stability of the program has been significantly increased, because, for the first time, from the moment of its start it has become possible to define beforehand the key parameters of the program at the level of a Federal law.

The total volume of finance that could be allocated for the payment of the medical products shipped in 2007 is estimated by acting Director of Federal FOMS at the level up to 68, 2 billion rubles.

Participants of the meeting emphasized a need to further discuss the issues related to the functioning of DLO system on a constant and regular basis.

In addition, readiness by the parties to assist in raising the awareness of all the participants of the program about its current status  and  prospects of its realization with the purpose of providing access for  patients to the most effective and safe medical products has been expressed.
