The Russian government approves the conception of pharmaceutical and medical industry development

The Russian government has approved the Federal target program conception entitled "The Russian pharmaceutical and medical industry development for a period till 2020 and further perspective" on the 1st October 2010.

The purpose of the program is the elaboration of Russian pharmaceutical and medical industry innovation strategy. The main tasks undertaken are: pharmaceutical industry extension up to export standards; creation of research potential for competitive trade; production of strategic and essential drugs; the eightfold increase in export (as compared with base 2010 level); pharmaceutical and medical industry peopleware.

There are two financing programs offered for realization. The investment plan stipulates the financial provision of 105 386 million rubles (70% of federal budget resources and 30% of non-budget assets). The plan doesn`t stipulate the innovation development. The innovation plan includes the technological extension and innovation strategy at the same time.

According to the long-term projections, the drug production volume will make up 200 billion rubles. Russian drugs market share will account for 50% of all products sold; medical apparatus and equipment share will reach 40%. A total pharmaceutical and medical output export volume will make up 130 billion rubles.

The Department of Industry and Commerce will act as the Federal target program coordinator. Public Health ministry, Board of Education, Federal Medicobiological agency, Lomonosov Moscow State University and "Rosatom" state corporation are assigned as state customers.
